Millions Exposed – A Jerusalem Money Changer

Raids across Jerusalem and Samaria uncovered the “Righteous Exchanger” affair involving millions of shekels

Jerusalem, a city where faith, commerce and the daily movement of cash frequently intersect, has become the center of an unusual financial scandal. A covert investigation that extended into the capital exposed what became known as the “Righteous Exchanger” affair – an alleged illegal money-changing operation valued at millions of shekels, with direct links to businesses operating in Jerusalem.

The name given to the case, “the Righteous Exchanger,” stems from the image attributed to the main suspect. Investigators say his religious background and traditional Jerusalem appearance helped create a sense of community trust, which allegedly enabled the activity to continue for an extended period without drawing attention.

How did the illegal money exchange operate in Jerusalem?

According to investigators, three residents of Modiin Illit are suspected of running unlicensed financial services, including cheque cashing and activities linked to money laundering and tax offenses. After months of undercover work, the investigation moved into an overt phase, involving coordinated raids across Jerusalem and the Samaria region. Searches were carried out at multiple locations, including four business premises inside Jerusalem.

What do the cash seizures reveal about money laundering in Jerusalem?

During the raids, authorities seized approximately 482,000 shekels, 38,000 US dollars, 3,400 euros, along with additional foreign currencies. Investigators say the amounts point to a structured and ongoing operation rather than an isolated incident. As part of the case, testimony is expected to be collected from dozens of civilians who allegedly used the suspects’ services, aiming to strengthen the evidentiary basis of the investigation.

All three suspects have been released under restrictive conditions, while criminal proceedings against them continue. Officials stress that the investigation remains ongoing and that further developments may follow, particularly with implications for Jerusalem’s business environment.
