A biological terror attack does not have to begin with an explosion, smoke or a scene that is easy to identify. It could begin in a clinic waiting room, with patients arriving with unclear symptoms, medical teams still unsure what they have been exposed to, and an immediate need to prevent further exposure while continuing to treat the general population.<\/p>\n\n\n\n
In recent days, that scenario was tested as part of a large-scale national drill simulating a biological terror incident. Clalit\u2019s Kikar Yahalom Medical Center, which is part of the Jerusalem District, took part in the exercise. The drill was led by the Ministry of Defense, with the participation of the Ma\u2019ale Adumim Municipality and health, security and emergency bodies.<\/p>\n\n\n\n
The exercise examined, among other things, the work of crisis-management teams, real-time decision-making, coordination between the different bodies and the ability to maintain medical services even while the system is dealing with an exceptional emergency.<\/p>\n\n\n\n
The challenge is not limited to treating people exposed to a dangerous agent. The healthcare system must quickly identify that an unusual event is underway, protect medical teams, prevent possible spread and, at the same time, maintain continuity of care for patients who are not directly connected to the incident.<\/p>\n\n\n\n
Dr. Yael Reichenberg, director of Clalit\u2019s Jerusalem District, noted: \u201cBeing prepared for an emergency means knowing how to ensure continuity of service for Clalit patients even in the most complex scenarios. Our teams demonstrated professionalism, composure and the ability to act and make decisions in real time.\u201d<\/p>\n\n\n\n
Tali Haviv, district administrative director and head of emergency preparedness at Clalit\u2019s Jerusalem District, explained that one of the key elements is the ability to work together and connect between the different bodies when reality changes rapidly.<\/p>\n\n\n\n
Not necessarily. A drill can test procedures, communication and decision-making, but a real event may look completely different. A sudden surge in patients, partial information, public fear and shortages in manpower can turn an orderly scenario into a crisis that is difficult to control within minutes.<\/p>\n\n\n\n
Einat Mitzva, emergency preparedness officer at Clalit\u2019s Jerusalem District, emphasized: \u201cThe drill proved that preparedness is built long before the moment of truth. That is exactly the purpose of training during routine periods – to be better prepared, better coordinated and more precise in an emergency.\u201d<\/p>\n\n\n\n
And that is also the question that remains after the drill ends: not how the teams performed in a scenario planned in advance, but how they will operate when the threat is real, the information is incomplete and decisions have to be made quickly.<\/p>\n","protected":false},"excerpt":{"rendered":"
