Winter in Jerusalem can be beautiful, but it can also bring serious challenges for the city and its residents. Heavy rainfall, strong winds, localized flooding, freezing temperatures and occasional snowfall can disrupt daily life across the Israeli capital. Ahead of winter 2026-2027, the Jerusalem Municipality says it is completing its seasonal preparations while urging residents to take practical steps to reduce potential damage and safety risks.
Municipal preparations include cleaning and maintaining drainage systems and stormwater inlets in public areas, removing fallen leaves, pruning trees and dealing with branches that could become hazardous during strong winds. The municipality also reports that it has secured sufficient road salt to deal with freezing conditions and is ready to deploy specialized equipment in the event of snowfall.
Emergency drills and coordination exercises are also being conducted between municipal departments and emergency and rescue services to improve the response to extreme weather events. Nevertheless, advance preparations cannot guarantee that flooding, road closures or infrastructure failures will be entirely prevented.
How Can Jerusalem Residents Prepare Their Homes for Winter and Prevent Flooding?
A significant part of winter preparedness rests with homeowners and residents. Roofs, windows and shutters should be checked for proper waterproofing, while gutters and drainage outlets in private yards should be cleared before heavy rainfall begins.
Electrical installations and heating appliances should also be inspected. Residents should ensure adequate ventilation when using heating equipment that requires it and keep emergency lighting available in case of power outages.
In private gardens, potentially dangerous branches should be addressed, particularly near electrical cables, by qualified professionals and with any necessary coordination. Solar water heaters, antennas and other rooftop installations should be secured, along with flowerpots, planters and outdoor furniture that could be blown away by strong winds.
What Should You Do During Snow, Freezing Weather or Flooding in Jerusalem?
Freezing temperatures can cause water pipes to freeze, particularly in installations exposed to severe cold. The municipality recommends allowing a hot-water tap to drip slightly when freezing conditions are expected, to reduce the risk of damage to solar water heater pipes.
During flooding, residents should avoid elevators and flooded underground levels. Roads covered by floodwater and flowing streams should never be crossed, even when the water appears shallow.
During storms, people are advised to stay away from temporary structures, awnings and pergolas that could be damaged by strong winds. Drivers and pedestrians should also adjust their movements to road and weather conditions.
In life-threatening emergencies, Israel’s Fire and Rescue Authority can be reached by dialing 102. Municipal preparedness matters, but in Jerusalem’s winter weather, simple precautions taken in advance can also prevent significant damage.
